Shocking and Agonizing State of Affairs in Jammu and Kashmir

Prof. Bhim Singh, Chairman NPP and Member NIC today warned the Govt. of Jammu and Kashmir in case the government fails to regularize the services of all the contractual, ad-hoc and other categories of government employees working in different disciplines namely, police, education, agriculture, medicines and even universities with in 30 days, he shall resort to fast-unto-death in front of Raj Bhawan, Jammu.

While addressing a Press Conference at Jammu Press Club today he said that, "There is a shocking and agonizing State of Affairs in Jammu and Kashmir as there is no governance at all. The corrupt politicians in connivance with the high-profile bureaucrats have reduced the dignity and social security of the employees of the employees working on contractual or casual or ad-hoc basis by treating them as bonded labour". 

He disclosed that the Panthers Party has set up a committee under the chairmanship of former education minister, Shri Harsh Dev Singh, leader of legislature party to work out all possible legal, political and other means and methods to ensure the end of discrimination and undignified treatment being met to the casual or contractual employees which include lecturers, doctors, engineers, agricultural technocrats, SPOs and others.

He said that all contractual, ad-hoc are the like appointments should be regularized w.e.f. the date such employees were recruited in any capacity and those employees who have completed more than a year in service shall be treated under the Supreme Court judgement, "Equal salary for equal work" .
And all those contractual are otherwise employees who have not been regularized all though they have been working against vacant post shall have to be regularized without any delay.

All the vacancies in the government shall have to be filled with in 30 days, failing which PIL shall be moved in the appropriate courts. The State shall be responsible for the default. The Panthers Party Chief stated that, "The Panthers Party has also decided to move PIL for the regularization of all the SPOs, who have been working with full dedication and under police rules and discipline yet getting only Rs.3500/- a month which is a shameful and discriminatory treatment. Every SPO is working rather performing distinguish duties with record sacrifices to fight militancy. They have been doing more than equal work than regular policemen yet treated shabbily with mare Rs.3500/- a month whereas a constable receives Rs.20,000/-. 

"The Panthers Party expresses its concern on the attitude and behaviour of the government of India towards the political parties in J&K. The Union Home Minister visited Jammu province and invited only Congress factions asking them to submit a "Kashmir Policy` project which sounds highly provocative and intriguing. We would like to know if the Congress leadership at the Centre and Union government have gone bankrupt having no policy in their kitty vis-à-vis J&K?  Has Union Home Minister been appointed as Minister for J&K Congress Party`s (different factions)? What was the purpose of Home Minister`s visit to Jammu?"
