UN Security Council Postpones Vote About Syria`s Resolution

Moscow:  UN Security Council has postponed the vote about Syria`s resolution because of the Russia`s veto threat. But France and the UK announced they think Russia showed a "less negative" attitude towards a resolution.  

Today the Permanent Representative of the Russian Federation to the UN Vitaly Churkin reminded that December 15, Russia submitted its draft resolution, which proposes concrete steps to resolve the conflict in Syria peacefully. According to Mr Churkin, new draft resolution Morocco "reflect certain provisions" developed by Moscow (some of it) and it gives Russia hope that the UN Security Council would be able to develop a "consensus position". 

Russian Deputy Foreign Minister Gennady Gatilov outlined the conditions under which Moscow is ready to further dialogue. One of them - to discuss not only the Moroccan draft UN Security Council resolutions, but also Russian one. Mr. Gatilov warned that "no votes in the next few days will happen".

By the way Beijing expressed solidarity with theMoscow position. The Permanent Representative of China to the UN Baodun Lee said that China supports the Russian project, not Moroccan one. 

Moscow presented the first draft UN SecurityCouncil resolution on Syria on December 15. The West didn`t accept it, then the Russian delegation finalized the draft twice but Americans and Europeans still think that the made adjustments are insufficient. Nobody knows what exactly is in the Russian draft but media got some extracts. According to them, Moscow welcomes the mediation efforts of the League of Arab States and supports "the first steps towards reforming the political system and theconstruction of political pluralism." made by the Syrian authorities. Russia also calls for the release of all political prisoners detained in the recent past and to provide foreign media an opportunity to fully cover the events in the country. 

Western diplomats thought the Russian project is unacceptable and accused Moscow of trying to gain time. The main claim of thedocument - the lack of explicit condemnation of President Bashar al-Assad and his regime. Americans and Europeans believe that Russia holds equal responsibility for the bloodshed in Syria on Damascus and the official opposition, which, in their opinion, is wrong.  

In response on January 29 Russia rejected Morocco`s draft UN Security Council resolution on Syria, proposed and supported by European governments. According to the ambassador of the Russian Federation to the UN Vitaly Churkin, the document in its current form is unacceptable to Moscow. So if it is posted on vote Russia will use its veto. 

According to experts the real reason Russia`s playing for time is to get the draft resolution which allows Moscow to continue selling weapons to the regime of Bashar al-Assad. In 2010, Syria has acquired Russian weapons to the A $ 700 million and recently, as reported by the Kommersant newspaper Moscow has agreed to sell Damascus 36 combat training aircraft Yak-130 - the amount of the contract is about $ 550 million. 

Russia has already showed that a draft resolutionwhich provides strict sanctions against the regime of Bashar al-Assad, including the arms embargo on Damascus is unacceptable for Moscow. (AIP NEWS)
