Sergey Lavrov Speaks to FRG Minister of Foreign Affairs Frank-Walter Steinmeier by Telephone

On November 19, a telephone conversation between Minister of Foreign Affairs of the Russian Federation Sergey Lavrov and the FRG Minister of Foreign Affairs, Frank-Walter Steinmeier, took place at the German side's initiative.

Among international themes the main attention was devoted to the problem of Kosovo settlement in the light of the efforts of the Russia-EU-US troika for follow-up assistance to the Belgrade-Pristina negotiation process, directed at finding a mutually acceptable solution on the province’s status. Following the local government elections held in Kosovo on November 17 an appeal was addressed to the Kosovo Albanians’ leaders to refrain from actions that could entail a destabilization of the region.

In the context of the recent decision of the Office for Democratic Institutions and Human Rights not to participate in the observance of the elections for the State Duma of the Federal Assembly of the Russian Federation, Lavrov explained Russia’s position on this question, stressing the necessity of working out within the OSCE a set of clear-cut rules governing the activities of this body for arranging election monitoring in the member countries of the Organization.

The schedule of bilateral political contacts for the near term was specified and certain practical aspects of Russian-German relations were touched upon.
