The Russian Federation War on terrorism
At present terrorism has become a permanent damage factor of modern political life and social development. Terrorist and extremist actions have spread worlwide. Claiming lives of primarily peaceful civilians they seriously affect safety and security of countries and people and provoke major losses in economy, social life and people`s morale inciting fear and hatred. Terrorism is constantly diversifiing taking new, more complicated shapes while the scale of terrorist acts is growing and becoming more outrageous. Studies revealed that the gross annual revenue derived from terrorism was estemated $20 billion.
The modern terrorism appears a complex consisting of mutually interacting factors, i.e. ideology, criminality, military power, economy, politics, multiplicity of religions and nationalities. Finally, the modern terrorism has been, to a certain extent, developed as a response to a number of political, ethnic or social problems that long (in some cases, too long) required to have been resolved.
Terrorism is deemed to be violence or a threat of violence with respect to individuals or organizations, elimination (or damage) or threat of elimination (or damage) of property or other facilities. It poses a hazard of people death, extensive property losses or other dangerous impacts. A terrorist act may be targeted at public safety destruction, people intimidation, pressure on governmental bodies aimed at providing decisions sought by terrorists, seizure of property or may have other objectives. Assassination attemts on state or public officials having the purpose of his/her resignation or revenging his/her performance on the post as well as assualts on foreign state representatives, international organization personnel protected by international law when aimed at war kick-off or international relationship aggravation are also construed as terrorism.
Waging the war on terrorism we must predict, detect and combat terrosts and minimize losses caused by their actions.
Special measures allowing to deter and combat terrorism, ensure safety and security of individuals, neutralize terrorists and avoid heavy losses are provided by means of counterterror operations.
The Russian Armed Forces are delegated the responsibility to combat terrorism as per the Constitution, Federal Counterterror Law, international treaties ratified by the Russian Federation, President`s directives, Government resolutions, Minister of Defence, Chief of the General Staff, and other orders released by military officials.
The Federal Counterterror Law outlines the functions that the Ministry of Defence should perform while combatting terrorism. Thus, MOD is responsible for interacting with the other bodies engaged in the anti-terrorist activities to provide better protection or safety for:
- mass destruction weapons on active service, missiles, armament, ammunition and explosives;
- Ministry of Defence-owned buildings, constructions and facilities;
- national navigation and air traffic;
- counterterror operations.
Every command-and-control body is, thereat, delegated a certain part of overall functions. The General Staff is responsible for planning and organizing counterterror efforts undergone by the Armed Forces and each service or branch. It is authorized to cooperate with federal executive bodies in the field of combatting terrorism and may delegate representatives to the Federal Anti-terror committee. Service and Branch commanders-in-chief are responsible for planning and organizing counterterror efforts of subordinate forces, yet provide for counterterror readiness. Military District Commanders and Fleet Commanders are in charge of planning and organizing counterterror measures with their troops, provide for their constant readiness, inter-agency cooperation in the field of combatting terrorism, flawless work of regional anti-terror committees.
Corps and unit commanders are charged with more specific responsibilities. They plan, organize and provide the manpower counterterror readiness, ensure guard, patrol, inner duty services, cooperate with federal executive bodies and local administrations on matters defined herein.
Inter-agency cooperation in the field of combatting terrorism has the objective of better protection of people, society and state against terrorism. It enables to detect and fight terrorists, reduce terrorist act losses, reveal and eliminate the causes and conditions encouraging terrorist activities and allowing for their coherent performance.
Being authorized to wage the war on internatinal terrorism the Russian Ministry of Defence is accomplishing a few strategic missions. It analizes information on international terrorism dissemination, formulates suggestions on further counterterror forces consolidation, prevents terrorist acts as a part of the system developed on the base on anti-terror best practices with regard to terrorism dissemination trends. The Ministry of Defence ensures safety of nuclear facilities, keeps terrorists away from nuclear weapons, eliminates terrorist organizations and illegal armed formations, suppresses illegal arm, asset and radioactive and toxic agent traffic. It is also authorized to struggle against terrorist ideology dissemination taking measures headed at counter-terrorist propaganda.
