Demonstration In Front Of Election Commission Office In New Delhi By Panthers

Hundreds of Panthers Party workers led by Mr. Sanjoy Sachdev, President, Delhi Pradesh National Panthers Party today demonstrated in front of Election Commission Office demanding end of corrupt practice in Jammu and Kashmir. A representation by Prof. Bhim Singh, Chairman of NPP was also submitted to the Election Commission Office which is reproduced below:-

"The Panthers Party would like to draw your immediate attention towards a situation that has arisen because of flagrant violation of the "Model Code of Conduct` in J&K by the State government that amounted to corrupt practice, damaging the credibility of Election Commission.

1. The State government directed the police to start police recruitment drive after the election schedule was announced by the Election Commission. The police IG`s have been conducting so-called interviews. Thousands "boys` have been declared "passed` out. They have been assigned job to campaign for the Congress candidates in Jammu, Udhampur, a precondition for final appointment. The Election Commission cannot sit silent on such matters.
2. There is pressure on the SPOs to campaign for the Congress to get regularised.

The coalition of Congress and NC government has declared to nominate 8 MLCs to the Legislative Council in a day or two. The government states that they have already taken clearance from the Election Commission, if so, such decision needs to be reviewed in the context of the present situation. It shall amount to corrupt practice being helping NC-Congress candidates to raise their election campaigners at the cost of the rule of law and "Model Code of Conduct`.

3. Provisions of Section 123(8) (3) of the Representation of the Peoples Act prohibits such appointments or nominations as they can be done by the publication in the official Gazette. If such appointments or nominations are allowed to take place, would raise a number of questions on "free and fair` elections and on the credibility and integrity of the Election Commission.

We request you to intervene immediately in the matter and ensure that no such nominations are made to the Council, recruitments and transfers should be stopped. It should be ensured that no other "code` or directions of the Election Commission are violated till the completition of the election process in the state of J&K".
