Paul Ryan 13 Years of Failure at the American Taxpayers Expense

Paul Ryan 13 Years of Failure at the American Taxpayers Expense

By Harvey Carroll, Jr.

Paul Ryan` 13 years of failure at the American Taxpayers expense

and Romney offers even less

I thought Ron Paul had a horrible record with ONLY ONE BILL THAT HE PRESENTED PASSED THROUGH COUNGRESS. H.R. 2121, in fall 2009. It allowed for the sale of a custom house in Galveston, Tex. Of the 620 measures that Paul has sponsored, just four have made it to a vote on the House floor, with H.R. 2121, being the only signed  into law.    After you read this about Paul Ryan you can read my thoughts similar thoughts about Ron Paul here as well as how silly I think his thoughts of ending the FED are here for all the "RON PAUL---END THE FED" CRACK HEADS...;-)

Paul Ryan is the subject of this paper, as it appears that America has another Commissioned Congressional do nothing moocher; according to Huffington Post Jennifer Bendery jen.bendery@huffingtonpost.com in her article Paul Ryan has been in Congress for nearly 13 years, but Rep. Paul Ryan (R-Wis.) has only seen two of his bills pass into law during that time.

Verbatim Text:

Ryan, who Mitt Romney has tapped as his running mate, passed a bill into law in July 2000 that renames a post office in his district. Thanks to Ryan, the post office on 1818 Milton Ave. in Janesville, Wis., is now known as "Les Aspin Post Office Building."

The other time Ryan saw one of his bills become law was in December 2008, with legislation to change the way arrows (as in bows and arrows) are hit with an excise tax. Specifically, his bill amended the Internal Revenue Code to impose a 39-cent tax per arrow shaft, instead of a 12.4 percent tax on the sales price. The bill also "includes points suitable for use with arrows in the 11 percent excise tax on arrow parts and accessories."

As we can see Paul Ryan has been a FLIP FLOPPER saying he was against Stimulus, but in fact voted for most of the proposed spending. Fact Checked and we realize that the Stimulus did save or create jobs. The key issue is that the Republican Administration under the direction of President Bush that was strongly supported by Paul Ryan and other key Republicans created many of the problems that he speaks about.

There would be no need for Stimulus spending if it were not for the Bush Administration blunders and the continued support by the entrenched Republican agenda in Congress. The Stimulus had to bailout out banks, and 2/3rds of the failing State economies as the Bush War Time economy based on lies to the American people turned what was supposed to be a Shock n Awe/Lighting War into a decade of squandering; thereby, causing the FED to react, which created a housing bubble

Secondly, he voted against managing the Sub-Prime Loans and did little to oversee the economy in a constructive way I foresaw and warned of the pending crash. To be proactive I wrote Bailout position papers, complex spreadsheets that showed how such a plan that became TARP could prevent what is now known to be a 42% drop in housing values. I anticipated about a 25% drop IF the TARP plan was managed and focused on the Real Estate sectors. Yet, Congress talked about the Mark to Market Rule and people that were clueless about American GDP/Budget interest voted NO to monitor TARP`s progress for mortgage relieve to stabilize the plunging real estate market that created a Global Economic Crises, added additional trillions to the American national debt, due to the lack of GDP revenues, and many other related affects.

I ask you, do we really want Paul Ryan, which was clueless about the economy, which claims to be a Fiscal Conservative Budget Guru to be Vice President,  I don`t.

Maintaining the Status Quo for the Commissioned Congress via legal Bribery by trying to go to a flat tax for corporations. He tried to lower Corporate Taxes in a time that began a downward GDP that was losing revenues. Flip Flopped on the executive compensation bill first voting against and then voting for it. My first thought is why is Government involved in Executive Compensation anyway. Continued the focus to repeal President Obama`s health care bill.

Paul Ryan and his fellow Republican Congress members gave minor attention to exports, while ramping up imports that tripled under the Bush Administration from a bit over 300 billion to well over 900 billion; nearly 1 Trillion dollar  a year trade imbalance and loss to Americans.  Paul Ryan and Senator McConnell vastly favored bad trade deals that undermined American Economic and National Security by favoring bad trade deals that cost American jobs and treasure.

I have offered real solutions to the Trade problem starting with the simplest A  Virtual World Trade Centerto focus on exports.

Paul Ryan and Romney will now be claiming that President Obama has been lax on border issues; however, we can see that Paul Ryan has been very lax on border issues in the past that provided proper funding and security to prevent hard-core drugs from entering the United States. He has openly chose not to fund any border security related to these issues, but quick to blame President Obama for he and his Republicans lack of support of these issues.

  • Sanctions on Iran to end nuclear program. (Apr 2009)

Paul Ryan and Mitt Romney both talk tough on Iran; yet, have taken a back seat to President Obama in driving this issue starting with Diplomatic tools such as Sanctions. I conducted a bit of research and shared my work on Iran, Sanctions and Security with U.S. Intelligence/White House on this issue here is a draft copy .

Sanctions rarely work in these cases; however, it does begin the dialogue and allows a nation such as America to begin blocking supply routes to give an edge if there were to be a war. The United States has a long history in dealing with Iran and conducting Covert  Operations in the region since about 1952. These operations can continue without an all out war as presented by the Romney/Ryan campaign.

Secondly, Paul Ryan and other Republicans played politics with the Humanitarian Intervention  in Libya; yet favored Regime Change. They talked while I wrote suggestions that would limit American Involvement in Libya via discussions with the Council of Foreign Relations and with Susan Rice the U.S. Ambassador to the United Nations in favor of Humanitarian Intervention that did not involve troops on the ground, which President Obama also endorsed; Paul Ryan and others were playing politics with the issue in Congress.

Ryan and other Republicans were quick to be against boots in a prime NATO Strategic Location of Libya. While very slow and against removing troops from Afghanistan and extending and encouraging a continued NATO participation out until 2014, while many of the NATO Partners were ready to leave Afghanistan, even after President Obama sent in the Navy Seals to kill Osama Bin Laden, which was hiding in Pakistan. The huge Defense machine has basically, held the Obama Administration in an arm lock position to keep troops in Afghanistan, as if it wasn`t bad enough that the President Bush called an end to operations in 2003, yet people are still dying there today and costing American taxpayersdaily as well. This decade long conflict served little purpose, was started based on lies and deception as there were no Afghani`s on the 9/11 planes, they were trained in Florida and not Afghanistan.

Also, Paul Ryan did not favor removing troops from Iraq, or questioning/investigating President Bush that plunged America into war based on lies and deception of the American people.

Ryan also did not favor President Clinton`s military intervention in Kosovo in 1999. We now know that no U.S. soldiers were killed in the former Yugoslavia  but he believes it was wrong for President Clinton to join the NATO mission. The mission was commanded by Supreme Allied Commander American, General Joulwan. The NATO mission stopped genocide, ethnic cleansing and rape camps and the spread of War within Europe. The Milosevic dictatorship would have continued and Bosnia would have been taken over if it was up to Paul Ryan.

Paul Ryan also supports the Romney platform that would undermine the Russian Reset Policy that would place Russia back into a Cold War stance with the United States. Having spent a great deal of time near, and travels through Russia. I and one of my old political mentors Charlie Vanhus believe in his coined phrase "The Arms Race with Russia was little more than a race to see who could go broke first; and Russia just barely beat us"... I thought I would offer a new race with Russia... "An  Education Race"...

In previous interviews Congressman Ryan said a number of silly comments that were far from being American Vice Presidential or Presidential material, much less the leader of the free world; Ryan believes that his budget is better than President Obama`s, but really adds to the deficit and maintains Big Government squandering, while the Obama budget slams the fingers on the Social Security lock box. The spending that President Obama had focused on is on American Infrastructureto spur growth and development, while Ryan and Romney would continue to squander funds via bad Foreign Policy.

My thoughts, and real political actions that counter Ryan`s silly campaign rhetoric and attempts to misguide America`s national and international policy.

First and foremost, I have written many, many economic papers and tried to carry on the torch that Ross Perot began with the Reform Party. I favored Fair Trade Deals that reduces America`s import trade deficit; however, I realize that America need to do trade and commerce around the Globe. I have written many papers anticipating the economic crises due to the Bush Administration(s) and the Republican campers like Ryan ramping up of debt, and was proactive by writing economic position papers and spreadsheets on how to deal with America`s vast economic downturn to try and prevent total collapses via Bail Outs. All related to the War Time Economy and reckless Bush Administration policies and a Commissioned Congress appropriations, and not due directly to the Federal Reserve FED that Ron Paul would do away with. In fact, the FED often warned Congress and the President not to ramp up spending, and gave regular FED response and voiced concerns of reckless political policies.

While Ron Paul wanted to do away with the FED, others like Paul Ryan failed to listen to the FED`s economic warnings, the debt warnings, and failed to favor regulating the economy i.e. Sub-Prime Industry.

There are the many failures of the Paul Ryan Foreign Policy. I have tried to participate in a constructive way. I will mention a few as compared to my thoughts and participation. I made comments supporting a sound entry and exit strategy before we enter Bosnia former Yugoslavia  which became the Powel Doctrine of engagement. While Ryan opposed actions there completely.

I hate war, but I am an experienced Veteran and I have made the suggestion to use American Defense forces. The first military action that I suggested was to send troops to arrest and indicted the Drug Indicted Dictator General Manuel Noriega of Panama. The action dismantled a vast drug pipeline to prevent hard-core drugs from entering the United States. Ryan would not even provide additional support funding for border drug issues.

I helped organize and plan the 1st Gulf War that destroyed and kicked Saddam Hussein`s army out of Kuwait and won the war in 37 days; thereby, saving millions of lives and affecting the economic fate of nations. The conflict only cost about 70 Billion Dollars as opposed to the recent decade of war that cost trillions. While, Ryan continued to support a Defense spending that squandered trillions in the return to Iraq based on the Bush Administrations False Bill of Goods that lies to the American people to return to Iraq. Ryan also voted against any investigation into the Bush lies that led American to war in Afghanistan and Iraq.

I have worked with Israel in the past. I ask our Allie Israel to stay out of the conflict; however, they were there if we needed them. I have proposed the Two State Solution and PEACE PARKplan for a co-existence zone and development of religious tourism to share economic growth and development for both Israel and Palestine. Ryan and Romney are not constructive leaders that offer Diplomacy over Destruction and Conflict. My three decades of promoting the Two State Solution would be undermined by the Romney/Ryan Administration and would surly bring war instead of Peace in the region.

I have made suggestions to American Presidents and the U.S. Ambassador`s to the United Nations to build coalitions and pass Humanitarian Intervention actions in Libya that brought an end to Gadhafi`s Dictatorship and vocal threats to destroy innocent civilians that protested his regime. The United Nations has had a solid place in American foreign policy when used as a partner and not a go it alone you`re either with us or your against us attitude. Ryan played politics with the situation as opposed to offering solutions that would save lives and protect strategic interest of the U.S. and NATO Allies.

While I have never been a part of the CIA or the Pentagon, I have written them position papers on a variety of International Policies that I felt would be constructive and/or in American`s best National Security. The CIA and the Pentagon has made mistakes; however, they have their purpose, but one must hope that the Commander n Chief are constructive leaders and use those tools in constructive ways. Use intelligence, Diplomacy and the use of Pentagon force as a last result, not as a campaign tool to begin a rally to conflict. This shows that men wishing to be the Commander n Chief are focusing on a Common Defense without commonsense.

A Commander n Chief cannot allow Americas Common Defense to become a self-serving bureaucracy that undermines Americans national and economic security. So, I ask you do you think that Romney and Ryan are stable enough to be President. I think not, and I say that I, as a private citizen, have presented and influenced more constructive policy making success than Romney or Ryan, and that their decades of so called experience in Government and moreover Ryan`s 13 years of failure in Washington at the taxpayers` expense offer little in the way of constructive leadership for America or the World.

I stand ready to offer assistance to President Obama from my three decades of high level political experience and bring about constructive leadership in Foreign Policy as well as a renewed focus on American economic statecraft policy via Comprehensive Planning  via this draft United States Comprehensive  Planfor future growth and development, community by community, city by city... as well as a focus on influencing exports via the Virtual World Trade Center .
